SENATE UPDATE: White House Seeks More Spending Cuts
President Trump is seeking a $9 billion rescissions package
Last Week
Last Tuesday, the Senate wrapped up its busiest week of the year by passing President Trump’s “One Big Beautiful Bill” by a vote of 51-50. Vice President J.D. Vance broke the tie that sent the “Mega MAGA” bill to the House of Representatives. The House passed the bill on Thursday, just in time for a White House signing ceremony on the Fourth of July.

Trump’s OBBB is the most important legislation in a generation. It’s the largest tax cut, the largest investment in border security, the largest spending cut in one bill in American history. It’s the most expansive welfare reform — requiring able-bodied, childless adults to get a job to remain eligible for Medicaid — since the 1990s. And the biggest federal school choice win, ever. The bill isn’t perfect, but it is historic. And it is exactly what President Trump promised on the campaign trail.
Not a bad 249th birthday president for the greatest country that ever was.
Conservative Spotlight
BORDER SECURITY — In June, for the second month in a row, not a single illegal immigrant was released into the United States. Zero. That’s down from 62,000 last May under Joe Biden! We have never seen numbers like this before. And now, Congress just authorized $150 billion more for ICE and Border Patrol, the Wall, immigration enforcement, and deportations. On our southern border, Donald Trump is making America great again, in real-time.
RESCISSIONS — The next big Senate fight may be over President Trump’s rescissions proposals. Last month, the White House asked Congress to pass bills clawing back $9 billion in previously appropriated spending. Trump’s superstar Budget Director, Russ Vought, testified on Capitol Hill in June, urging Congress to stop complaining about waste, fraud, and abuse — and finally do something about it. As always, Establishment Republicans are wary of actually cutting spending. But under budget rules, any Senator may soon be able to force a vote on the president’s rescissions requests. Stay tuned for this huge story.
FISCAL WINS — There are two reasons the OBBB cut $2 trillion and even defunded Planned Parenthood: President Trump and Senate conservatives. Budget hawks like Mike Lee, Ron Johnson, and Rick Scott stuck to their guns throughout the process, demanding that Congress finally start to address our $37 trillion debt. Moreover, they created opportunities to find more savings in this fall’s spending bills, the rescissions packages, and next year’s budget. None of this would be possible without Senate conservatives — or the grassroots patriots who sent them to Washington.
This Week
The Senate has just one vote scheduled so far for this week, on the nomination of Preston Griffith to be Under Secretary of Energy.
Several other nominees, including senior officials at the Federal Aviation Administration, Office of Personnel Management, and Small Business Administration, are also up for potential confirmation votes this week.
SCF is closely monitoring the rescissions bills and emerging opportunities in the 2026 midterm elections. We will keep you posted with any news as it breaks.
