Donald Trump is serious about cutting federal spending.
He created the Department of Government Efficiency and fired thousands of federal bureaucrats.
He shut down useless programs and offices.
His 2026 Budget cuts non-defense discretionary spending by 23%.
The Big Beautiful Bill he just signed included the largest spending cut — $1.6 trillion! — in American history.
And now, he’s sent Congress a $9 billion rescissions package.
The price tag may sound modest, but this proposal may be the most important of them all because it finally forces Congress to put up or shut up.
For decades, Establishment Republicans have talked a big game on “fiscal discipline” and “spending restraint.” They have griped that they had no choice but to vote for Democrats’ massive spending bills because to vote no would shut down the whole government. Even this year, they whined about Trump “unilaterally” cutting spending through DOGE and executive orders because “real” spending cuts require congressional action.
Now we’ll find out the truth. Were these Republicans sincere? Or were they making excuses to hide the fact that they were Big Government Liberals all along?
Trump’s first Rescissions will tell us.
The package would cut:
$8.3 billion in foreign aid, and
$1.1 billion from Public Broadcasting.
Neither program serves America’s vital interests. Neither needs our money.
The House passed these cuts in June. And unlike most legislation, Rescissions bills cannot be filibustered. Senate Republicans can pass it any time they want with only 51 votes.
Democrats are furious. True conservatives are elated. And Republican insiders have nowhere to hide.
Under budgeting rules, if the Senate does not pass this Rescissions Package by July 18, the clock runs out and the bill dies.
Then we will know for sure whether Republican moderates in the Senate were ever really serious about fiscal discipline. If Republicans cannot bring themselves to cut 0.14% of federal spending from programs that actively undermine American values and interests, conservative voters need to know that.
